Entering WSU students who have graduated from Pomeroy High School and students who have participated in high school athletics at Pomeroy.
Scholarship may be renewed if recipient continues to make satisfactory progress in their studies at WSU.
If there are no renewals and no eligible students according to criterion one, then the scholarship may be awarded to any graduate of Pomeroy High School.
If there are no students from Pomeroy High School, then the scholarship may be awarded to an entering WSU student from a rural high school in the State of Washington in a town with a population of under 10,000.
